The change of magnitude and characters in households below minimum housing standard(2005-2011)

Abstract
This study examined the change of sub-standard housings using the first wave(2005), the forth wave(2008), the seventh wave(2011) of Korean Welfare Panel Study. While the number of sub-standard housings are decreasing, widths of decrease are diminishing, and the number of housing below room standard are slightly increasing. The families of female, old and disabled household heads live more in sub-standard housing than male, non-old and non-disabled household heads. The families of household heads with less high school education also live more in sub-standard housing than those with more high school education. When families have children or live in Seoul, the number of families lives in sub-standard housing is outnumbered by the number of families do not have children or do not live in Seoul, and the decrease trend of sub-standard housing has stagnated. The correlation of income poverty and sub-standard housing is low and is continued to decline. This study showed the importance of housing welfare policy away from income welfare policy. By priority, we should inter vene the families suffering from income poverty and sub-standard housing. Also we should carry out the universal housing welfare policy. It is necessary to make change to rental housing policy and improvement in minimum housing standards.
